Thanks you, you gave me the solution that I believe will work then. I will be testing my solution based on your answer today.
My solution would be to make each purchase of a company plan be max number of group members to be set to 1 and the quantity from the custom field will purchase that many quantities of the purchase plan. Each purchase worth 1 maximum member x 20 quantity should give me 20 members of that plan.
If this works it would be a solution without having to produce a price plan for every max number of group members.
Hopefully this should work.
I have tested this and when limit is reached the NEW button disappears for adding more users.
Now I need to make a solution to add more users if they reach a limit.

OK, I'm stumped. I've been working on having a group admin running out of users and can't find a way to add more users to the same plan that affect the plan to increase the plan of the group member. When I go in the back end and try to add users it still doesn't work. What's not working?
The problem here is that the number of group members which group admin can add could not depend on the value which users entered in the custom field. It will depends on the Max Number Of Group Members setting inside the plan
So using custom fields with fee formula won't be solution for this problem
