SUBSCRIPTION_END_DATE does not reflect the time difference

I noticed that there was an issue with the email sent when the member plan was cancelled.
I use [SUBSCRIPTION_END_DATE] in "Recurring subscription cancel message", "User recurring subscription cancel email subject" and "Admin recurring subscription cancel email" (by the way, The phrase "Admin recurring subscription cancel email subject" must be a mistake.). The date and time listed by SUBSCRIPTION_END_DATE seems to be GMT. Local time is not reflected.

Is this my misconfiguration? Or is it a bug?
