I wanted to understand what happens with the ones I activated. Are they included in the limit or not?

I need to set subscription limits for Membership pro. But I have active subscriptions divided into three floors.
I wanted to understand:
I have 10 active subscriptions, I impose the limit to 20.
Does the system make 20 or 10?
