Tag [SUBSCRIPTION_URL] in Recurring Subscription End Email?

I searched the documentation and surfed the forum but I can't find this.

Is the Tag [SUBSCRIPTION_URL] available also in Recurring Subscription End Email?

In general...
I see that in the Email & Messages setting there are only few tag in some Email/Message, and more tag for other. Is it right or every tag can be used on every Email/Message?
