Hello,
This is with regards to the membership pro, if the status of an applicant/subscriber is pending, why is it that his/her record/data is displayed on the member list?
In addition to this, if the member's status is pending, he should not be allowed to apply/register once again. I mean, there should be no duplication/multiple registration with the same record/data/person.

additional issue is when I update the status from pending to active and click Apply, the operation hangs up (is there something wrong with the system?), then no notification emails were sent and received by the member/subsciber

Hello Hernan
1. You can hide these Pending records (actually, the ignore payment records) by going to Membership Pro -> Configuration, set Show incomplete payment subscriptions config option to No. When you do that, the system will hide these records
We should not block these users from subscribe again because if they sign up for the first time, and did not make payment when they redirect to payment gateway, they should be allowed to subscribe again (otherwise, you will loose subscribe)
2. About changing status from Pending to Active, it should not hang up the process like that. Maybe there is a problem with mail settings on your site? Could you please try to create a new user (going to Users -> Manage) to see whether the email still sent properly?

if a user has a pending status and he will register again with the same email, will the system allow the new registration or it will prompt to a message that the email used has a pending payment status?

The system should still allow registration unless there is something special with the setup (he has a user account created with that email but does not login during the subscription process and try to register for a new account using the same email address)
Better please try yourself to understand the process and ask us any questions if needed
