How to set up an upgrade option

I have a regular plan that costs $x. This year people will be able to opt for the regular+ plan, so that will cost $x+ y. However for a small number of people, they will be able to get the regular+ plan at the original price of $x. This special will not be publicly available.

Is there a way to set this up, or will we just have to manually adjust each subscription for these people?

No, there is not a way to setup it. Maybe you can simply setup a coupon code with discount amount set to y and send this coupon code for the people you want

By doing that, they will still only have to pay original price, not original price + additional price
