State no listed when attempting to edit subscriber

State no listed when attempting to edit subscriber was created by vthomas
I can edit and see state of each person's state (part of their address) in both report view and when editing subscription.
HOWEVER, when I attempt to edit the subscriber via /option=com_osmembership&task=subscriber.edit&cid[]=xxx, I only see "Select State" and no dropdown of choices - see attached image. I have latest version, version 2.15.3, on PHP 7.1. Suggestions? Thanks, Vicky
