New Member and old Memmber Reminder emails information sttings = Nein!

the default value for "Subscription Manager: Edit Subscription => Reminder emails information" is set to no. Why?

That mean the reminder email for that subscription was not sent yet. When it's sent, that will be set to Yes by default

Also, if you want to disable sending reminder email for that subscription for some reasons, you can send it to Yes and the system won't send reminder email to that subscription anymore

When we have disabled reminder for subscriptions in a periodic (annual) plan and before subscription renew of the user, is reminder option set to No for the next deadline ?

Your question is not clear to me. However, if you disable reminder for a plan, the reminder won't be sent to subscribers of that plan anymore
