dependant fields showing even when they shouldn't be

i set up some contact information that i wanted specific groups to be able to hide. specifically phone numbers, email, and address. even though i've set them up as dependant fields they are showing to all members anyways

i want to allow users that are registered to hide their contact info if they choose to

i have set up an radio botton that asks them if they would like to share their information.
their address, email, phone numbers should be hidden if they don't want to share
