I think you can use Downloads Manager plugin, see membershipprodoc.joomservices.com/miscel...loads-manager-plugin

This is great, is it possible to change the download location so you can browse to existing files on the site and avoid duplicating the files so they can be found in article elsewhere AND in download manager?

1. The path which documents are stored can be configurable
2. And Yes, when you add a new document, you can choose from an existing file or upload a new file for that new added document

When I select existing file it shows index.html and no way to browse the joomla file directory, which is set as default in joomla.

That only displays existing documents from certain folder (by default, it is from media/com_osmembership/documents folder). You can try to upload files (via FTP for example) to that folder and you will see it available for selecting
