Pre-approval of new members before payment

Hi
I'm looking at using MP on a new website. The organisation is very selective about the qualifications of its members and all new members have to be approved by the Committee before subscribing (which can take several days or longer). It is clearly better to wait until approved before taking any money from them rather than having to refund, say, a PayPal payment if they are rejected. Because of this, I don't think I can use MP for the initial application (and I need to prevent people subscribing before they are approved), but would this work?
1. Use a separate form to allow a new member to apply for membership, This would include their details and possibly upload their CV.
2. The Committee approves the membership.
3. Reply to the applicant giving them a unique code.
4. The new applicant can then enter that code into a mandatory field in MP and proceed with payment.
It might be possible to create a validation for that unique code that will prevent most casual visitors from guessing its format (perhaps AUTH1234 or similar format) and progressing to the payment stage.
The coupon feature looks like it could be used instead, but I don't think it can be made a mandatory field?
Failing that, is there another way of doing this?

Use coupon seems to be the easiest way. Making coupon as a required field just requires some small modification to the code and I am sure you can do that.
The only problem with this approach is user have to re-enter data again on subscription form to process payment for the subscription
How about a simpler approach:
1. Use Joomla user registration for the first step of registration (of course configuring Joomla core to require admin to approve account manually)
2. Configure Membership Pro so that only registered users can see the plans and sign up for it? (easy handling via Access setting of the plan)
