Pending status... no PayPal record. was created by gilles

Hi folks,
What does it mean when a subscription record shows a PENDING status, a Joomla user record has been created but is not ENABLED... and we haven't received payment through payPal?

What scenario would cause this?

It mean the people who sign up didn't make payment when they are being redirected to PayPal
