I installed Membership pro component + the Dutch language plugin. The website and backed language are by default in dutch, but Membership Pro is still completely in English: back and front end.
where can I set the basic language for Membership Pro?

Hello Michael
Membership Pro will use your site default language as the language. Please note that if you are using Membership Pro in a none English website, you will need to translate other parts to that language, too

Could you please do that translation, then check it again?
Also, we don't have backend Dutch language. So backend is English is normal

about "Emails & Messages", can I have multilingual management?
I understand how to translate the messages, but I did not understand if I can handle them in multiple languages.

Yes. If your site is a multilingual website, when you access to Membership Pro -> Emails & Messages, you will see an extra tab called Translation to allow translating the messages to additional languages on your site
