Users do not sync with Joomla users

Users do not sync with Joomla users was created by Charleston MINI Club
When I import a user/subscriber from Subscriber Manager: Subscribers, they do not import into Joomla. The following plugins are selected:
Membership Pro - Easy Profile plugin
Membership Pro - Group Membership Plugin
Membership Pro - Joomla Groups plugin
Why aren't they syncing?

You import these subscribers from an Excel /CSV file? If so, make sure the data in the following columns are valid:
1. username
2. email
3. first_name
Could you please check your data and try to import again? If it still doesn't work, submit a support ticket sending us super admin account of your site, a sample data file
We are going to check to see why the issue happens and get it sorted

Thank you. It must have been because the email address was blank.
On almost the same note, I noticed a similar problem. I am running two systems currently. One site which is on a temporary web host and another which is on my local machine. I am using my local machine to make changes before the current almost live site.
The import worked well where I am configuring on the web host, but on the other dev system on my local machine I am seeing an error before importing which says: "Warning: Invalid argument supplied for foreach() in C:\xampp\htdocs\CMC\administrator\components\com_osmembership\libraries\mpf\model\state.php on line 177". Then when I try the import anyway it says "Notice Could not instantiate mail function."
Though the user still imports...
What do I need to do to fix the errors to get both systems on the same page?
