Issue - User given access when payment pending

Hello Tuan,

This is a serious issue in membership pro and paypal.

Issue - User given access when payment listed as pending in paypal but is shown as payment received in the list of paypal transactions.

I am guessing its a user paying through paypal without funds currently in their account. (awaiting funds to be transferred from bank to their paypal maybe)

When this happens it says PAYMENT RECEIVED on the transaction in paypal but with a note stating - This payment is still pending. In case you are shipping an item please wait until the payment is complete.
The issue is Membership pro allows access to download. When the user has downloaded they then decide to cancel the pending payment in paypal.
How can this be stopped? There must be some option in the API to control this scenario.

Please see attached example of a transaction where this occurred.

UPDATE FROM PAYPAL
I contacted paypal regarding the issue.

The users were paying using echecks. Once they downloaded the products they then cancelled the checks. If this has happened to other users I would recommend contacting paypal and they will see to it that the user is investigated and more than likely banned from paypal.

Here is the solution to block users paying in paypal using echecks or German bank transfer.
1: When you are logged into your account (new paypal interface) scroll down until you see a link on the left sidebar called SELLER PREFERENCES. Click this link and you will be presented with a list of other options.
2: Click on the UPDATE link beside the BLOCK PAYMENTS option.
3: Scroll down until you see Block the following payments:
4: Tick the box beside - Pay with eCheck or German bank transfer for all website payments except eBay. NOTE: You may not block eCheck payments on eBay.
