PayPal optional account

At PayPal check out the user is prompted to create an account. We don't want this.

A donation button on the same site does not prompt the user to create an account.
The email address entered in the payment plugin is the verified email address on the PayPal account.
The user has the PayPal business account set to use the PayPal Account as Optional.
The membership pro plans are not set up to be recurring.
what else can we do ?

Unfortunately, it is completely controlled by PayPal and we have no way to change it. If you want to know why they prompt to create PayPal account, please contact PayPal and ask them about it

I guess Donation has less restriction than payment, that's why PayPal doesn't prompt user to create an account like in process payment in Membership Pro

Tuan is right, there is no way to controle the "create account" - Your best option is the use of the Braintree Payment Modul.
With Braintree you have native Credit Card and PayPal in one solution.
