Unless the logic has changed since 2.3.0, I think there's an inconsistency in sending out renewal emails.

On my site I have annual subscriptions, renewable up to two months in advance of expiry.
More than once a subscriber has renewed a few weeks before the end of the subscription, but even though the new subscription is in place, when the old subscription is expiring emails are still sent out!

For example, today a subscriber called. She has an annual subscription expiring on the 31st of Nov, 2016 , and even though a new annual sub was created on the 1st of October, she has still received an email saying her subscription is expiring.

Bug?

Hi Mark

Maybe that was a bug in old version, the system should not send reminder email to the person who already renewed

Please continue monitoring it and let me know if it ever happens again

Mark,
I had a similar problem and discovered the additional emails were coming from a duplicate development site I still had live (even though the site was disabled). Check any other live versions you may have :)
