SOLVED - Plan Manager, Basic Information , Access = Public. This allows the public to sign up for the plan. In "Joomla Group Settings" in MembershipPro, you assign the group you want after the plan has been subscribed to.

Yes, that's correct. Usually, the Access of the plans need to be Public so that everyone can see and subscribe for the plan

If you want to assign subscribers of that plan to certain Joomla groups, use Joomla Groups plugin membershipprodoc.joomservices.com/joomla-groups-integration
