[Solved]Germany TAX settings are wrong

Hi Tuan,
I have checked my TAX settings and anything is wrong there.

First Config
TAX rules > Germany > VIES Reg = YES
- Wrong TAX without EU VAT ID = 21% TAX
- Right TAX with EU VAT ID = 19% TAX

SecondConfig
TAX rules > Germany > VIES Reg = NO
- Right TAX without EU VAT ID = 19% TAX
- Wrong TAX with EU VAT ID = 0% TAX

We are based in Germany and it is not allowed to sell products from german company to german company without TAX. The EU VAT ID is only for other EU companies.

For Germany the TAX settings should be alway 19% TAX with or without EU VAT ID, because we are based in Germany.

PS: All other country TAX settings are working.
