Anyone have some quick hints for writing a plugin?

I need to write a plugin that would send profile/membership info for new or updated members.
Should this be a joomla plugin or a memberhippro plugin.

Is there some open source code plugins I can look at?

So when users sign up or update his membership information in Membership Pro, you want to to write some code to send information of that user to someone?
