Tax calification with PayPal

I think I asked you this before, but just want to double check this.
We are going through PayPal for our membership payment. It is charging a tax. In membership pro under Tax Rules I set the Tax Rate to 0.00. PayPal is still charging tax on our amount. Is this because I have a tax amount setup in PayPal?

So I downloaded your attachment - went to Extension - Extension Manager - and uploaded the file. I don't think that was correct.
Am I suppose to do this via FTP? If so, will my existing files for membership pro stay? Thanks.

Yes. You will have to upload it via FTP. You can upload it to components/com_osmembership/plugins folder as mentioned before
