What is the correct procedure when a subscriber fails on the Paypal checkout and the order is created but marked pending. How does the user pay.

Unfortunately, there is no way for user to re-pay. If users choose Paypal and don't make payment for the subscription, they won't be counted as subscribers in the system
In this case, they will have to re-sign up
