To charge tax on invoice within Europa

We have a problem, because of the new tax law of EU .
We are a German company.
If we have the tax ID of a non-German company within EU, we don't need to charge theVAT.
The Membership Pro works fine with this rule.
But now our problem: If we have the tax ID of a German company, then we have to charge 19% VAT.
Do you have a solution for this problem?

Not sure what version of the extension you are using but we do have support for EU tax rule. Have you setup any tax rules yet ?

does it depend on "VIES reg"? sorry, I don't understand what means "VIES reg"? I could not find any information at your documentation about this feature.
