Unfortunately, it is not possible. If you want users to be able to choose use onetime or recurring for the same plan, you will need to create two separate plans in this case, one for onetime subscription and one for recurring subscription
Right now, on Membership Pro, users could not choose whether they want to use onetime or recurring payment when sign up for a recurring subscription plan. Maybe something we can support for in the future, but not for now
