Settings to handle one-time and recurring fees

I can't seem to setup a different one time free and recurring fee. Everything I've read says that the settings I currently have are the correct ones. For example, say I want a $2 one time fee and then $1 for every 7 days after that (see attached image). The issue is that with my current settings the plan is charging $2 every 7 days. I've attached an image with my current settings. Any ideas?
