Does the Paypal Pro plugin support the 'Transparent Redirect' option, or does the server require full PCI compliance?

We don't have support for that option. Right now, the Paypal Pro payment plugin allow users to enter credit card information directly on your site to process payment, so to use it, your site should have an SSL certificate installed
