When the users membership expires he is blocked. The problem is he can not login to buy again membership. Is there any option to allow blocked member to access membership page with his login details? Otherwise he needs to create new login and password, not very useful.
Why would you want to put a signup page as step 2 of a membership process, behind a 'create account' process? Why aren't your membership plans the 1st step and visible to all?
Because the person may think that all is good, he will login and then he is nicely screw up. He can not do anything. The only option is register again with new details.
