users don't get prompted to purchase a plan

I hope someone can help me figure out how all this works. I am just starting to use Joomla, so I am no expert. For some reason when users click on section that I thought I had setup correctly that first needed a subscription plan, they can access it without a plan.

I created a user group landlord and access level landord, attachments blow. Assigned the subscription plan to the proper access level. The links in the menu's are also assigned to the landlord access level.

For some reason though users are not prompted first that they need to first purchase a plan.

Is there any support around here? I also submitted a support ticket, well over 12 hours also with no reply.
