Admin not receiving email on subscription

Admin not receiving email on subscription - latest version, just installed, joomla 2.5.7
All setting are there and plugin are activated, but admin receives no email notification on subscription

I think you are using Paypal payment gateway, is that correct ? If so, the reason of the issue might comes from your Paypal account. Maybe your Paypal account has IPN feature disabled ? Could you please contact me directly on Skype so that we can check it together and get the issue sorted ? My Skype nickname is tuanpnves.

its not my paypal account, I have the owners looking into it...
