Separate Export Member List from Manage Subscription in Joomla Permissions

Management and export list are not exactly the same feature. We have different role in the management team of our association : President; Secretary ; Accounting: Event Managers.
To allow Event Manager to down load the member list, I shall give permissions to "manage subscription". 

Would it be possible to separate Export Member List from Manage Subscription in Joomla Permissions.

In theory, people who has manage subscriptions permission can already view all subscription records data, so it make sense to allow them to export.

Can you explain more why you need to have a separate permission for export ?

The secretary manages the subscription.
I have people in charge of preparing Events (also with Joomdonation products), the event managers, they want to get the file. It easier to use than looking at membership subscriber list.
