Member Card Option - Allow option to turn off Member Card download for Member

In the current options you can turn off the option for admins to Download membership cards. However, you can't do this for Members, they can always download their card. This can lead to fraud as members could download multiple copies of their card and hand them out.So for us it would be better if only admins can download the member cards.
Suggestion: Change the option in Member Card Settings to allow this. See screen shot  
 

Unless there are few other members need this, I won't add more config option. Sometime, you will have to customize code to meet your own need if needed.

We could not add config option for everything, otherwise, we will end up with thousands of config options.
