user shown all published payment options even if only one chosen in the campaign

I'm using latest version 5.6.16 and even though I only have one payment option chosen in each campaign, my users are given the option to choose from all payment types that are published. Shouldn't they not have a choice if I only have one selected for each campaign?

I fixed this by renaming them different.

this causes issues:
plugin label 1) Credit Card
plugin label 2) Credit Cards

it is fixed, but when I had 2 payment plugins with similar names, it would not allow me to restrict the donation form to only one payment type. I fixed it by changing names of each to be very different.
