Ticket History Plugin

Hi Tuan, I modified a copy of the ticket history plugin in order to create a layout override. I am attaching it here for you in case you want to include it in your core for the next release. If not, I will rename it to be a unique plugin and use it that way instead.

Just a note: The plugin attached here is not installable if someone want to intall it (it lack one line <folder>tmpl</folder> in the xml file
