"Assign To Staff" only available in back-end

"Assign To Staff" only available in back-end was created by Donnie Earnest
I'm only able to assign tickets to users via the back-end. The option doesn't show up in the front-end.
I did modify the front-end view (/components/com_helpdeskpro/views/ticket/tmpl/default.php), but all I did was move the right panel div up above the left panel and made them each 100% width. However, I had made a back-up of the file and changed it back but it didn't make a difference...
I'm experiencing this on both 2.5.15 and 3.2.1. I'm using Help Desk Pro 1.3.0.
Any ideas?

In the current version of Helpdesk Pro, we only allow assigning tickets to staffs from back-end, not front-end. I am trying to add support for this feature in the next release. But for now, it is not available.
