How about an integration with Geo IP or similar to enforce tax based on location rather than the address they give. Address is not important for downloads but actual location is and could be enforced with Geo IP.
Thank you for your suggestion. Currently, EShop only apply the tax based on the customer's address or store's address. We don't have other options for that.
I am already using geo location to control access to modules using the Regular Labs extensions. Using this I can suppress certain membership plans from users outside the UK.
