Checking in with this again.

Perhaps create a paid "referral" plugin?

The idea would be as follows:

FOR CUSTOMERS:
1. JOHN DOE purchases items on ACME Corp.
2. JOHN DOE refers JANE DOE to ACME Corp and JANE DOE purchases item(s).
3. JOHN DOE's account is automatically credited 20% coupon on next purchase?

FOR NON-CUSTOMERS:
1. JACK DOE signs up for account on ACME Corp.
2. JACK DOE refers JANE DOE to ACME Corp and JANE DOE purchases item(s).
3. JACK DOE gets an email notification (something like $x.xx credit)
