Specification Tab Control Inside Product

Instead of a global setting for showing the specification tab, allow the option to control showing the tab within the product editing page. I have some products where there are specifications, and some without. The products without just have a tab with a "no specification" box. It would be better to not show if there are no specifications.

It is added to the EShop core and default theme. I will help you to update to fashion theme too. Please check my same reply in another ticket for details.
