How to have multiple instances of shipping method?

If i want to have 2 instances of the 'weight' shipping method how is that possible?

for example, i have two options of shipping based on weight
1. first class (which costs twice as fast but is faster)
2. second class (cheaper but is slower)

but both are based on weight

This topic is exactly what I came here to find out.

In the US, shipping costs are dramatically different by weight from the west coast to the east coast, both by First Class and Priority mail.

Then, costs internationally to Canada are much less than costs to ship to Europe or Japan or Australia.

I really need to be able to have weight shipping by zones. Is that possible?

Or do you have a plugin for this?
