Duplicate Registrations

We have had a member that registered for an event, he got the last place on the event.  He thought he had done something wrong, so he registered again, because the event was now full, it put him on the waiting list.
Should he allowed to do this?

I checked the configurations, I found 'Prevent duplicate registration' set to yes.  Is the another configuration I should check

If prevent duplicate registration set to Yes, he should not be allowed to register again. So I do not know how that happens. For now, please keep monitoring. If the issue happens again, I will check it further
