Waiting list behaviour

I've an event which is nearly at capacity and thinking of turning on the waiting list feature.
When folk add themselves to the waiting list, how does it work?

Will it attempt to gather all registration information or just an email?
Will system try to complete full process including payment?

I'd like waiting list entries to collect all data, but not take payment. Is that possible?

Yes. The system will collect full data as if they are perform a real registration accept that it does not process payment

Later, if someone cancels their registration, you can move these waiting list person to become real registrant of your event, request them to make payment...
