Can registrant buy add-on product after they have already purchased tickets?

Hello.

Would ticket holder be able to go back and purchase add-on merchandise without having to purchase tickets again?

There will be people who buy tickets, and forget / change their mind and go back to buy merch. 

Is this allowed in Events booking?

No, it is not possible. Purchasing anything is only possible when users register for the event. People cannot come back later and make the change (and pay for the selection change)

It is hard to implement because we will have to calculate the difference and have a way to allow users to make payment for these items.

Maybe you can use a form extension to allow users to purchase these addon items and make payment for these items. Then if it is really needed, write a plugin to update these items to his registration record
