Emojis turn to "??" in event description

I don't believe this is a bug, so I won't create a ticket unless instructed to do so, but I whenever myself or my site users post an event with emojis the "Description" field, they are converted to "?? (question marks)" in all areas when the the event is posted.
It is my understanding that Joomla fully supports emojis, and I'm not sure if its the editor that i'm using. The default editor on my site is "TinyMCE." Should I use something else?

It causes by encoding of database tables, it is utf8 at the moment, we need to convert it to utf8mb4. Please login to administrator area of your site, access to this URL (replace domain.com/administrator by administrator URL of your site):

domain.com/administrator/index.php?optio...l.convert_to_utf8mb4

After that, check it again. The error should be gone
