Permissions to export registrants per event (or category)

I have a site that allows folk to register for events.
I'd like to be able to add a link/button/menu item for a specific user (or group of users) to download registrants for a specific event.

I can add menu item to download registrants for specific event that only appears for given user group, but when clicking (to download) the user gets an error about not being permitted to download registrants.
I want to allow download for a specific event, but without granting edit access to the event.

Is that possible?

If you want to allow users to download registrants of event, you will need to give them Registrants Management permission
