Question re Coupon Setting - Min Payment Amount

I am setting up an event with 4 different ticket types at 4 different price points. 
There is a coupon set up for this event and ideally I want that coupon only to be valid if a logged in user has selected the most expensive of the 4 ticket types ($1095). 
I thought perhaps I could achieve that by using the Min Payment Amount setting. But that doesn't seem to be working as I expected. If I add a value of $1095 to Min Payment Amount, choose that ticket type and apply the coupon, I get an invalid coupon notification. If I remove that value, the coupon works.

Maybe I've misinterpreted the purpose of this field? Could you explain what the Min and Max Payment Amount settings are used for?

The setup seems valid (and smart ) to me. So are you saying that min payment amount does not work for the coupon?

If I add a dollar value of any amount (even $1) to Min Payment, entering the coupon code produces "The coupon you entered is invalid" message. If I remove the value from Min Payment, the coupon does work.
