Use Offline Payment only for Event not working

I have 3 payment plugins active.
I would like to only have one (Offline Payment) available for 1 event.
The Category Payment Methods is set to all payments
In the Event Advanced Setting tab I have set the Payment Method to Offline Payment only yet when I go to the Checkout form for the Event all 3 payment methods are available.
The Advanced tab Payment Method in the Event settings does not seem to be working.

Are you using shopping cart? If that is the case, the setting inside the event does not have any affect because users can add multiple events into cart and process checkout, so we could not use payment method settings inside the event
