How to stop some members booking?

Last week we had an event with only 19 spaces and it filled within 2 mins.

This week we are doing the same but we want to restrict the members who booked last week from booking again, please can u help how to do this?

There is no way to prevent someone from booking for certain events at the moment, so maybe a custom plugins will be needed

Are they logged in users on your site? Mean they have account and logged in while perform booking ?

I removed website access from those members who had tickets last week but is it possible to add a feature to be able to disable the option for people to register for future?

I do not see a way to configure it, unfortunately. It will require developing a custom plugin but it will cost you about 40$ for the development
