Cannot Create Coupons

Hi,

I upgraded from 1.1 to 1.3 thinking that I would have the ability to create coupons but I have been unable to do so. Tuan says in his instructions here that there is an option under configuration that enables coupons. I don't have that option. I upgraded uninstalling the old version and installing the new one. I also added the relevant plugins in the folder and still don't have the option. I need this urgently for a client, anyone have any experience with this?

I found the answer. I had not done the upgrade appropriately. Once I did a manual update, I was able to get all of the options.
