Manage Registrants - Search for Past events only shows events from today onwards

Manage Registrants - Search for Past events only shows events from today onwards was created by David Unwin
We have set up a menu item Manage Registrants to show Past events.
When we load the menu we can see registrants from our very first event onwards
However, if we click on the Select Event drop down, we can only select events from Today onwards
In Events Booking Config we have Hide past Events set to NO
in the Menu Item Manage Registrants I have Show Registrants Of Past Events set to YES.
Any ideas what I am doing wrong?
