Events should still be published when it is full. Maybe it is unpublished because you have Unpublished Events When it is Full config option set to Yes ? This config option was available in old version of Events Booking but I believe it was removed in recent releases (and replaced with Hide Fully Booked Event config option)
For unpublish when the start date has passed, we do not have that option available. However, if you use one of upcoming events menu item types, it will only display events which has event date greater than current date, and it should work for your need
