Duplicate booking

I have my events set to 1 ticket only, however I was able to change a pending booking to paid for the 3rd booking down on this list.  My concern is that a customer could phone and say that they couldn't make payment online and a staff member could take payment and duplicate a booking that has just been made by someone else.  Am I missing a setting or is this something that needs to be considered for a future release?
